Lincoln County Shoreline Master Program: Comprehensive Update

Public Comment Requested - August 3, 2016 to September 5, 2016 at 5:00 p.m.

The Washington Department of Ecology seeks public comment on Lincoln County’s proposed update to its Shoreline Master Program.

Lincoln County and its cities and towns with jurisdictional shorelines formed a coalition to pursue a regional update to their shoreline master programs. The cities and towns of Lincoln County will each have an individual comment period for their Shoreline Program update.

The county contains shoreline along four rivers and streams and 37 lakes. Five of these water bodies are considered shorelines of statewide significance, including the Columbia River, Crab Creek, Spokane River, Sprague Lake and Long Lake Reservoir.

The regional comprehensive update revises the existing shoreline programs, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. This updated SMP increases protection and restoration of habitat and water quality, provides more certainty for development, and improves public access and recreational opportunities.

Ecology will compare the Lincoln County proposed program to the requirements of the Shoreline Management Act and the Shoreline Master Program Guidelines. Based on the comparison, Ecology will decide whether to:

  • Approve the program as is or with recommended changes, or
  • Send the proposed program back to the county with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.

All interested parties are invited to provide comment about the proposed amendment during this public comment period. There are several ways to provide comments. You only need to submit your comments once.
