White Salmon Shoreline Master Program: Comprehensive Update

Public Comment Requested - November 2, 2016 to December 2, 2016 at 5:00 p.m.

The Washington Department of Ecology seeks public comment on the City of White Salmon’s proposed update to its Shoreline Master Program. The City of White Salmon is situated in South-Central Washington along the shores of the Columbia River. White Salmon’s existing SMP is the Klickitat County SMP last updated in 1984. This comprehensive update is locally tailored to address current conditions and new science in White Salmon, and creates consistency with local and state laws.

The City of White Salmon is updating their Shoreline Master Program (SMP) to reflect the local vision for appropriate shoreline development, public shoreline access, and environmental protection as required by the Shoreline Management Act (RCW 90.58). The comprehensive update revises the existing shoreline program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. This updated SMP increases protection and restoration of habitat and water quality, provides more certainty for development, and improves public access and recreational opportunities.

Ecology will compare the White Salmon proposed program to the requirements of the Shoreline Management Act and the Shoreline Master Program Guidelines. Based on the comparison, Ecology will decide whether to:

  • Approve the program as is or with recommended changes, or
  • Send the proposed program back to the city with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.
